The Personnel Office is a strategic partner in the deployment and retention of high quality human resources among the six County departments and four elective row offices.  Specifically, the Office provides employee recruitment and selection services, payroll services, employee benefit procurement and claims resolution services, risk management services, employee training and skill development services, and employee records management services.

 

The Personnel Office is also responsible for labor relations, pension plan administration, employee recognition programs, implementation of a comprehensive performance appraisal program, development and administration of employee related policies and ordinances, coordination of the County's safety and loss prevention program, and employee communication efforts.

The Kent County Personnel Administration Board serves as an administrative quasi-judicial panel to hear appeals of employee terminations, adverse personnel and disciplinary actions, and eligible employee grievances. The Board also hears eligibility appeals of the Kent County Employee Retirement Program.
