Mission
The mission of the Manufactured Housing Program is to meet the needs of the citizens of Kent County by providing services relating to manufactured housing. The program also carries out demolitions of unsafe, unsightly manufactured homes and in doing so; helps to beautify the landscape of the County.
Goals
- To issue all manufactured housing permits within a 72-hour time frame.
- To remove or cause to be removed five (5) derelict or abandoned manufactured houses a month.
- To conduct semi-annual sweeps of Kent County to locate and cause derelict or abandoned manufactured homes to be removed.
- To work with other departments and agencies to establish means to track manufactured in the County, more frequently,
- To work with the Tax Office to determine and establish means to collect delinquent taxes on manufactured homes.
Manufactured Home Installation Regulations
All permits issued after July 16, 2007, will require that the license number of the installer be available at the time of the permit application. Three inspections will be required.
- Footing inspection.
- Anchoring inspection.
- Final inspection when ready for the Certificate of Occupancy.
The State of Delaware, Delaware Code, Title 24, Chapter 44, requires that all manufactured homes to be installed by a licensed installer.

Manufactured Home Permit Fees
- Placement on private land ...............................................$50.00 minimum
- Placement in a manufactured home park .................. $300.00 minimum
- Removal .................................................................................$100.00

* No services will be provided if any monies due to the County.
** After-the-fact fees will be applied if work is started without a permit.
*** Manufactured Homes cannot be used as storage buildings.
Manufactured Home Retirements (also known as "Class C") are for homeowners who want to refinance their home to get a Conventional Mortgage at a lower interest rate. When you are purchasing a new home the Mortgage Company or Finance may require that the Manufactured Home Title be retired.
When a Manufactured Home Title is retired by a homeowner, the Manufactured Home now becomes part of the real estate. When a Manufactured Home still has a title, it is considered personal property and is considered a movable structure.
