The Department of Housing and Community Development seeks to improve the quality of life of low-to-moderate income persons through the administration of various housing and community development programs.
Housing assistance is provided in the form of grants and low-interest loans for the repair of owner-occupied houses and manufactured housing. Additionally, low-interest loan assistance is made available to landlords for the repair of tenant-occupied houses. Community Development assistance is provided in the form of grants that provide upgrades to public facilities such as water, sewer, storm drainage and streets. Assistance is also provided to make repairs and improvements to emergency and homeless shelters and to aid in the removal of vacant and condemned structures. Funding partners include the Delaware State Housing Authority (DSHA) and U.S.Department of Agriculture, Rural Development. Annual application is made to DSHA for funding from the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships Act (HOME) and the Housing Rehabilitation Loan Program (HRLP). Annual application is also made to USDA Rural Development for funding through the Housing Preservation Grant (HPG) Program.
The area served by the CDBG and HOME Programs includes unincorporated Kent County and the 19 municipalities, excluding the City of Dover. The HRLP Program serves all of Kent County and the HPG Program serves Kent County outside of the Dover Metropolitan Statistical Area.
